Before submitting for an apostille or certificate of authentication to the Department of State, documents must be authenticated by the County Clerk or a state official. If the Notary Public notarized the record, it must be submitted to the clerk in the County where the Notary is qualified. If a birth or death certificate issued in any of the five boroughs of New York City needs to be apostilled—it must bear a letter of exemplification.
The third step in the process involves the issuance of an apostille or certificate of authentication by the New York State Department of State. To proceed, you must complete an application form and attach the properly authenticated documents. A fee is also required.
