What is an Apostille?
An apostille is a special certificate affixed to a public document, authenticating the signature and seal of the issuing official. It serves as a declaration to other countries, assuring their trust in the document's authenticity and the official’s signature. This certification enables the document to be effectively utilized in foreign countries that are members of the Hague Apostille Convention (1961).
Imagine you have a birth certificate issued in the United States and require its use in France. French authorities may only recognize it if it has an apostille attached. An apostille acts as a bridge, assuring that the document is genuine and issued by a certified official.

In the United States, the Secretary of State in the state where the document originated issues apostilles. However, each state has its specific requirements for obtaining an apostille, so it’s essential to research the requirements of the state where the document originated.
Steps for New York Apostille
Notarization serves as the official fraud-deterrent process that ensures the authenticity and trustworthiness of a document. Its primary value lies in the impartial screening of a signer by a Notary for their identity, willingness, and awareness to identify and prevent document fraud.
Before submitting for an apostille or certificate of authentication to the Department of State, documents must be authenticated by the County Clerk or a state official. If the Notary Public notarized the record, it must be submitted to the clerk in the County where the Notary is qualified. If a birth or death certificate issued in any of the five boroughs of New York City needs to be apostilled—it must bear a letter of exemplification.
The third step in the process involves the issuance of an apostille or certificate of authentication by the New York State Department of State. To proceed, you must complete an application form and attach the properly authenticated documents. A fee is also required. Notary911 offers a 1 to 2 business days apostille service for New York State-issued documents.
